Do arcades pay royalties for the arcade games they buy?

I'm thinking about opening a arcade some day and wanted to know if a arcade pays royalties for the arcade games they get? Like, does one pay royalties for Street Fighter 4 to Capcom or to Namco for Tekken 6? Even old school games Street Fighter 2 or House of the Dead 1/2, does the arcade pay royalties for them as well?

1. The advantage of leasing is that you are not stuck owning games which have gone out of style. If you buy the games, i don't think there are any royalties. If you play music in your store, you have to pay royalties to the songwriters of the songs you play. Music industry guys are very tough about that, even if you just play the radio. So i wonder if i am wrong about the no-royalties, but i think you don't pay.
