Why do my 360 arcade games only work online?

if my system is not pluged into the internet i cant play 90% of my arcade games. it just gives me the demo and not the full game, and it tells me to buy the full game. i want to know why its like this and if there is a way to fix it? i travel alot and i would like to play a few of them please help.

1. Did you ever switch systems after downloading them, while keeping your original hard drive? If so, then you can fix this by performing the license transfer tool on Xbox.com. First sign into Xbox.com using the email and password that you used to create your Xbox Live account by clicking the link at the top right corner. After that click this link http://www.xbox.com/en-US/support/systemuse/xbox360/licensemigration/ , and start the process towards the bottom of the screen. Follow the directions from there. And you should be able to use the games offline (if the question above does apply to your situation, if it doesn't then I can't say for sure what to do).
