How does a MAME (arcade) emulator work?

I have other emulators and it seems like the MAME (arcade) emulator is different from all the rest. My other emulators are downloaded then each rom is downloaded separately, but all of the MAME (arcade) emulators downloaded are preloaded with roms and unplayable. Can anybody help me figure out how to make these roms work? Why is the MAME emulator different from the rest?

1. MAME that you download is the emulator and the roms you see are the games available for that version of MAME. You need to download the roms just as with any other emulator.
